Jailed since June after violating conditions of her pretrial release, ex-Special Commitment Center nurse Barbara Boardman pleaded guilty misdemeanor charges filed against her in U.S. District Court following an FBI investigation into contraband at the facility.

Federal prosecutors claimed Boardman smuggled drugs to and created pornography for Lawrence Williams, an adjudicated sexual predator held at the Department of Social and Health Services center on McNeil Island.

While confined on McNeil Island, Williams took up with four women, including Boardman, and a center guard who helped him bring contraband into the center.

Boardman — described in court documents as Williams’ “paramour” by Assistant U.S. Attorney Bruce Miyake — met Williams while he was cleaning her office at the center.

When he showed her attention, the recently divorced woman, Miyake said in documents filed in the criminal case against Williams, Boardman “quickly developed feelings for (Williams) and the two began having a sexual relationship,” one that ultimately cost the nurse her position with the center.

Boardman also made pornographic videos with a woman Williams had met over a telephone chat line, Miyake said in court documents. The other woman, the federal prosecutor noted, “made hundreds of pornographic videos for (Williams) which were smuggled into the SCC.”

Launched at the Monroe Correctional Complex in 1990 before being moved to McNeil Island, the Special Commitment Center is home to about 290 men indefinitely held as a violent sexual predators. Each was sent to the center after a judge or jury found that an his criminal conduct was predatory and that he is more likely than not to attack again because of a mental defect.

While several offenders have “graduated” from the program and more than a dozen others are living off the island, most remain at the facility. They make up about 1 percent of the sex offenders convicted in Washington courts.

Williams, now 52, was ordered committed at the center in 2004 by a King County Superior Court judge. The move followed an investigation into sex assault allegations leveled against him in 2002; he had previously served a 20-year prison term after raping on woman at knifepoint and sexually assaulting another after bashing her with a wrench.

Per Miyake’s description of events, Williams swindled the Boardman out of $300,000 after marrying another woman whom he’d met on a phone chat line from within the center. Boardman drained her savings, mortgaged her mother’s home and sold her belongings to provide Williams with the money, which she believed was going to his legal fees.

Instead, Williams was using the money to buy gifts for the woman who he’d met over the telephone and married while at the Special Commitment Center. That woman, Miyake offered, “learned (Williams) was at the SCC but was duped into believing that he was wrongly civilly committed.”

Prosecutors contended Williams also convinced Issaquah resident Justine Stephens to help him smuggle crack cocaine into the facility after meeting her over a telephone chat line. Stephens told investigators she was attempting to break away from Williams by repaying for gifts he’d given her, including a car.

Williams also convinced Matautia, a guard at the center, to carry contraband — including crack cocaine — into the center after the guard told Williams of his financial problems. Paid $11 an hour, Matuatia had fallen behind in his mortgage, according to court documents. Williams offered him $200 a package; once he agreed, the sex predator threatened to report his activities if he stopped making the deliveries.

With Boardman’s cooperation, FBI agents arrested Matautia and Stephens while they were attempting to deliver crack to Williams. Both were sentenced earlier this year after testifying against Williams at trial; Matautia received a six-month term in federal detention, while Stephens was sentenced to probation.

Department of Social and Health Services public affairs director Thomas Shapley said the department cooperated with the FBI and U.S. Postal Inspection Service as they pursued the investigation and a parallel inquiry into child pornography at the center.

More than a dozen Special Commitment center residents implicated following that investigation have been charged with possession of child pornography. Authorities have not said publicly how the offensive material came to be in the facility; residents do not have access to the Internet, and it is believed to have been smuggled or mailed to the offenders.

Without defending the former employees actions, Shapley noted that those confined at the center know how to influence people to get what they want.

“To be honest with you, you’ve got to consider what people need to have done and what sort of personality disorders they have to end up at the Special Commitment Center,” Shapley said Tuesday.

“It shouldn’t be surprising that they might try to manipulate others,” Shapley continued. “These are people who have issues and problems. That’s why they’re there.”

Sentencing Williams to nine years in prison on Aug. 23, U.S. District Court Judge Benjamin Settle offered that the others in the conspiracy “would not have been involved except for (his) deception and manipulation.”

“You are a master at it,” Settle told Williams, according to the Justice Department statement.

Williams’ attorney, though, offered the court in the P.T. Barnum axiom –”You can never cheat an honest man” — in asking for a lighter sentence.

As part of the plea agreement signed Monday by Boardman, prosecutors are prepared to request she be sentenced to time served.

Released following her arrest, Boardman, a Camas resident, was jailed in February after authorities found she was communicating with Williams and had passed $750 to him through his family. She was later released, then jailed again in June after an altercation in Clark County.

Boardman is scheduled to be sentenced Nov. 12 in U.S. District Court at Tacoma.

If the proposed Scores-Atlantic City location in the Trump Taj Mahal Casino Resort obtains the Casino Control Commission’s blessing, however, New Jersey law will require the entertainers to exercise more modesty than they do in Manhattan.

Starlight Events LLC applied Friday to operate a 9,800-square-foot gentlemen’s club in Stage Deli’s former location on the casino’s second floor. The club would serve alcohol to customers, who could watch entertainers dance and strip from evening wear to underwear over the course of three songs.

Starlight also owns Penthouse Executive Club and Scores-New York. Howard Stern helped make the latter popular through repeated mentions on his radio show.

The application does not specify the extent of Trump Entertainment Resorts’ role, other than to say the two parties were “currently negotiating” a lease.

“There are negotiations, but that’s not a done deal,” Trump Entertainment Resorts Inc. spokesman Tom Hickey said, declining further comment.

When the casino commission will consider the application is not yet known, commission spokeswoman Lisa Spengler said. The project would require about six months and $3 million worth of construction before a club could open, Starlight attorney Scott Silver said.

New York law does not prevent adult club entertainers from baring their breasts, Silver said. But in a New Jersey casino, or in any state business dispensing alcohol, nothing a bikini covers can be exposed. Starlight’s application mentions a bare minimum of pasties and thongs, or G-strings.

Customers, too, would be subject to a dress code, though Starlight’s application doesn’t elaborate on that. It does, however, stipulate rules for the behavior of both customer and dancer:

n “At no time during a table dance … will entertainers pull at their clothing or pasties so as to allow a patron a quick look or ‘flash.’”

n “Entertainers are instructed to remove the hand of any patron touching them elsewhere and to place it by the patron’s side with a side-to-side ‘no’ shake of her head.”

n “Entertainers are permitted to tastefully touch patrons as part of the table dance routine, but only with their hands, only in passing, and only on their shoulders, arms, head and neck.”

Casino Control Commission law also forbids sex acts or simulations in casino entertainment.

Starlight expects to create 80 to 100 full-time jobs for hosts, bartenders and service staff, as well as 150 to 200 contracting jobs for entertainers and DJs.

Owners of several competing adult entertainment clubs in the area, many of which are on Pacific Avenue directly behind the Boardwalk casinos, either declined to comment on the Starlight proposal or could not be reached Tuesday.

“The construction, opening and operation of an upscale, high-profile, New-York-based brand will generate buzz and positive press for Atlantic City and Taj Mahal,” the Starlight application reads. “As a new high-end form of entertainment, it will create destination traffic to Atlantic City; will provide a new amenity to Atlantic City nightlife, and will provide an additional attraction for convention attendees.”

ICANN last week published a draft contract that, if signed, could allow Florida-based ICM Registry to start offering .xxx domains as early as next summer, and opened up a 30-day public comment period.

Domains with the .xxx extension are expected to cost more than $60 per year, compared to roughly $10 per year for .com domains.

Mike South, a self-described “Gun Totin’, Libertarian Pornographer”, told ICANN: “How many times and how many ways do we have to say this? The adult industry OPPOSES this money grab by ICM registry. We do not want this abomination.”

ICM says .xxx gives members of the adult industry the opportunity to self-identify, enabling easier filtering, and to promote responsibility by voluntarily abiding by a set of industry best practices.

Registrants will have to have their identities verified, and $10 from each domain will go to a new organisation focussed on supporting free speech and child protection efforts.

It’s the sixth time over the last six years that the .xxx application has come in for public scrutiny. Most recently, this spring an ICANN comment period attracted an unprecedented 13,000 letters and emails, the vast majority of which came from outraged American religious groups.

The newly published ICM-ICANN contract contains a few amendments that highlight how controversial the .xxx domain application has become.

First and foremost, ICM has agreed to fully indemnify ICANN against any legal action that results from its decision to approve .xxx, apparently introduced in response to fears that pornographers could sue to block .xxx’s passage.

In addition, the part of the contract that spells out precisely who will be eligible to register a .xxx domain has been rejiggered to more clearly spell out a bizarre Catch-22 that detractors in the porn industry face.

In order to be considered a part of the .xxx Sponsored Community and register domains, a business not only has to provide adult-oriented products and services but also has to “have determined that a system of self-identification would be beneficial”.

Of course, opponents do not think that .xxx is beneficial, so they are by definition not part of the community. Technically, the only way they could become a part of the community, and have their objections taken on board as such, would be to drop their objections.

But the bulk of the changes to the contract, since its 2007 iteration, deal with the creation of and “baseline policies” for IFFOR, the International Foundation For Online Responsibility, which ICM has created in order to independently oversee .xxx policy-making.

These baseline policies include bans on spam and phishing, and a prohibition on child porn, as defined by UN convention. The ban extends to marketing practices that suggest the presence of child porn, such as HTML meta-tags.

The hope is that by shifting all responsibility for policy-making to IFFOR before the contract is signed, ICANN can effectively wash its hands of claims that it is trying to regulate content.

The new regulations, among other things, bans customers touching nude dancers, customer tips and the serving of alcohol at strip clubs. At the Shady Lady lounge in Kansas City, owner Joe Spinello says that he has his formerly-nude dancers wear bikinis to get around the restrictions.

“On the advice of our attorneys, we put the girls, we cover their tops and bottoms, put them in swim suits, bikinis,” said Spinello. “We’re able to operate like that because we’re no longer adult entertainment.”

Spinello says police have already checked a couple of adult businesses and determined the bikini bar operation does not violate the law.

But Spinello admits that in a few months, he’ll be out of business, because he says watching a girl dance in a bikini is tame compared to other forms of adult entertainment on the internet or cable TV. He claims that Missouri Senator Matt Bartle of Lee’s Summit wrote the new law with one purpose in mind - to put him and other adult entertainers out of business.

In a telephone interview with FOX 4, Bartle denies that.

“If everybody was expecting this would shut them down, that’s not going to happen,” said Bartle. “It’s up to the police and state liquor control to enforce this new law.”

Spinello, who is also president of the Association of Club Executives, says adult businesses impact the economy to the tune of $30 million a year in Missouri. He says 3,000 jobs will be lost if the new law is not blocked or overturned.

“Sen. Bartle has never been in business,” said Spinello. “Sen. Bartle doesn’t know what it takes to run one of these businesses. It’s tougher than many businesses.”

A former inmate at the Innisfail work camp has told a Cairns newspaper that prisoners have easy access to drugs, enjoy unsupervised shopping trips, have unlimited visits from their girlfriends and are allowed to watch pornography.

The Queensland Corrective Services Department has confirmed it shut the camp yesterday and has appointed independent investigators to examine the allegations.

Corrective Services Commissioner Kelvin Anderson says they are serious allegations.

“We moved all the prisoners last night - they were all off-site by 7.20pm” he said.

“We had the dogs deployed at the site, they did a search of the camp itself and they found nothing and there will be further searches today.”

Marcelle McKenna and her family, who live next door to the work camp, says the prison should never have been built.

“They have barbeques at night, they go fishing in the afternoon because it’s right on the river - I wouldn’t say they work particularly hard,” she said.

“The crazy thing is there is hardly any prisoners there - it’s just a classic abuse of taxpayer’s money.”

Cassowary Coast Mayor Bill Shannon says the claims are very concerning.

“These people might well have committed very serious crimes [and] they are in transition to freedom so I guess we really need to look at what the problems are,” he said.

The prison camp was set up in the wake of cyclone Larry in 2006 to help with the clean-up effort.

Councillor Shannon says while he is concerned about the allegations, inmates have made a valuable contribution to the town.

“The prison camp serves two very good purposes - one is to help prisoners transition from incarceration to freedom and secondly, it provides the Cassowary Coast Regional Council with a workforce,” he said.

“There’s a dozen people down there that are putting in about 30 hours a week each.”

Alfred Justin Boulerice faces charges of trespassing, tampering with evidence and making a false report to law enforcement.

The investigation began last year, when someone anonymously called police and said they saw child pornography on a computer belonging to Gerald Lamothe. He was arrested and charged, but exonerated in February after an informant told police the pictures were planted.

The 29-year-old Boulerice’s last known address was in Vero Beach, but police aren’t sure where he is now. He’s known in the community after running for school board, and worked for years as a religious counselor after leaving the priesthood and getting married.

Florida Gov. Charlie Crist will get a late fundraising burst for his independent Senate bid from Penthouse CEO Marc Bell, according to an invitation obtained by POLITICO.

The evening event will be held at Bell’s Boca Raton home on Oct. 7, less than a month before Crist faces Republican Marco Rubio and Democratic Rep. Kendrick Meek in one of the most closely watched Senate races in the country.

The invitation requests $500 per person to attend the general reception and $2,400 per couple for a VIP photo opportunity.

Bell, who also heads FriendFinder — one of the world’s largest social networking and multimedia entertainment companies — has long played in political races, donating to Democratic and Republican candidates. He gave to President George W. Bush’s 2004 reelection campaign, as well as to then-Gov. Mitt Romney’s and Sen. John McCain’s bids in 2008. This cycle, he’s mostly invested in helping to protect Democratic incumbents, donating to the Democratic Congressional Campaign Committee and Florida Reps. Ron Klein and Ted Deutch.

Rubio’s campaign declined to comment on the fundraiser, but a spokesman for Meek told POLITICO, “Besides being a lifelong conservative, Crist’s only consistent position is that he will say or do anything to get elected.”

SANTA ANA – A Newport Beach man who killed a liquor store owner after being confronted about stealing a pornographic magazine was sentenced Tuesday to 25 years to life in prison.

Weston Scott Kruger, 31, was convicted in May of first-degree murder for the July 28, 2007, death of Hao Huynh, the longtime owner of Sportsman Liquor in Newport Beach.

At the time of the murder, Kruger was out of custody on bail for two unrelated felony cases involving domestic violence and residential burglary.

Kruger also pleaded guilty Tuesday to one felony count of first-degree robbery, and will serve his three-year term concurrently with the murder sentence.

He still faces a jury trial in the domestic violence case.

Huynh and his wife were working at Sportsman Liquor on Newport Boulevard when Kruger approached the counter to buy a pack of cigarettes. Huynh saw the magazine partially hidden under Kruger’s shirt and followed him out of the store.

When Huynh attempted to get the magazine back, Kruger violently shoved him, sending him hurling to the ground where he landed on the back of his head.

Kruger picked up the magazine and briefly stood over Huynh with a clenched fist to make sure the liquor store owner didn’t get back up. He then fled the scene with the magazine.

Huynh, 52, who owned the store for 15 years, died the day after the attack from a fractured skull and massive bleeding in the brain.

The incident was captured on video surveillance. Kruger later was arrested after a witness in the parking lot who attended high school with Kruger recognized him, prosecutors said.

In the April 22, 2007, robbery, Kruger drove with a co-defendant, Sarah Elise Dymond, to the Aliso Viejo house of a man authorities identify only as John Doe because he’s a victim.

Dymond knew John Doe and had called earlier to make sure the victim was home. While Dymond waited in the car, Kruger knocked on the door of the victim’s home wearing a dark Orange County Sheriff’s Department windbreaker.

When the victim opened the door, Kruger pointed a gun at the victim’s head, pretending to be a deputy, and ordered the man to lie on the ground. He went through the house and stole DVDs, jewelry and other personal items.

Dymond was convicted in March of one felony count of first-degree robbery and one felony count of first-degree residential burglary.

In the Aug. 25, 2006, domestic violence incident, Kruger allegedly became angry with his live-in girlfriend, identified by authorities as Jane Doe to protect her identity. He is accused of kicking and breaking the leg of a futon, where his girlfriend was sitting, causing the victim to fall to the ground.

Kruger then allegedly put his foot on the victim’s neck and pushed down. Once the woman was able to break free, he is accused of grabbing her and pushing her face into a bowl of wet dog food.

Kruger then allegedly took a metal pole and swung it at her, hitting her on the arm as she tried to protect herself.

Kruger faces a maximum sentence of five years in prison if convicted of one felony count of domestic battery with corporal injury, one felony count of aggravated assault, and a sentencing enhancement for the personal use of a deadly weapon.

University of Iowa researchers analyzed relationship surveys and found that average relationship quality was higher for people who took it slowly than for those who became sexually involved in “hook-ups,” casual dating, or “friends with benefits” relationships.

However, having sex early on wasn’t the reason for this disparity, according to UI sociologist Anthony Paik. When he factored out people who weren’t interested in getting serious, he found that those who became sexually involved as friends or acquaintances and were open to a serious relationship were just as happy as those who dated but delayed having sex.

The study analyzed a survey of 642 heterosexual adults in Chicago. To measure the quality of the relationships, people answered questions about how much they loved their partner, their level of satisfaction with intimacy in the relationship, the future of the relationship, and how their lives would be different if the relationship ended.

“We didn’t see much evidence that relationships were lower quality because they started off as hook-ups,” Paik, an assistant professor in the College of Liberal Arts and Sciences, said in a UI news release.

“The study suggests that rewarding relationships are possible for those who delay sex. But it’s also possible for true love to emerge if things start off with a more ‘Sex and the City’ approach, when people spot each other across the room, become sexually involved and then build a relationship,” he added.

The study is published in the August issue of the journal Social Science Research.

In an interview with OZONE Magazine, porn star Brian Pumper has revealed that he wants his next career move to be joining 50 Cent on G-Unit.

That’s a real hard decision simply because I’m passionate about both. My cousin told me today that 50 might sign me just to clown Fat Joe, because he knows that I would smash Fat Joe’s record sales. So that would be love; anything for [50] to take me in and believe in me would be dope. But I’m hoping that if he did give me an offer and considered taking me in the camp and allowing me to work on a Pumper album through his organization I would ask him if it were possible for me to maintain both careers: porn and rap. Maybe I could even transfer my adult films production underneath his roof to where he’s getting a percentage of the revenue. Hopefully he would come to the conclusion that “the kid is passionate about porn, his raps is dope, so I’m gonna sign him to G Unit as a solo act and I’m gon’ put out Pumper albums every 18 months.” But if it really boils down to it and the money made sense to where it just wipes out the little adult video money I’m making, I would have to chose the rap. How did you first get in to porn?

It’s always been a dream of mine since my last year of high school. When I graduated I instantly did research and pursued it. I flew out to a porn convention in 2000 downtown LA and I made my contacts and from there I got started and my career just grew. 5 years after becoming a porn star, I just woke up one day discovered a passion to start rapping. At the same time I start rapping I also developed a passion to start producing and directing my own porn, own my own porno company and rap at the same time. That’s why I mixed them all together. What do you feel about beef in the porn industry and some of your co-workers who have said some negative things?

It’s dumb, it’s lame. Everybody is getting’ pu$$y and making money, basically your stress level should be low. Everybody’s self-esteem should be high, so why are people getting into conflicts? If I had to guess, it’s mainly an ego thing. It’s ignorant high school bullsh*t that goes on in the porno industry. It could be because another male talent is shining a little more than the other one, maybe he’s making a little more money, looks better, gets booked for more scenes and b*tches are requesting him more than the other dude that’s not getting requested. Or maybe he used to date the other dudes ex, and then the sh*t gets sour and the next thing you know they throw salt on dude’s names and talk sh*t about each other. Then they tell the girls not to work with him and sh*t like that, so it’s unfortunate.

What about the things Jamie Foxx said about you not being able to rap, have you responded to him at all?

Naw, he has pool parties and I don’t want to say anything and shoot myself in the foot and not be able to go to his pool parties, because I want to go to his pool parties and recruit some more chicks for the movies.

The head of a popular Chelsea Piers photo studio was far from a model boss, his beautiful former assistant claims — charging in a $2 million sexual-harassment suit that he sunbathed nude in front of her, propositioned her and forced her to pick up women for him.

But the alleged horny honcho of Pier 59 Studios, Federico Pignatelli, says that Maryam Sayigh’s suit is filled with “lies” — and that she was “far too unattractive” for him to sleep with.

“She can make these kind of allegations simply because I’m a man,” Pignatelli fumed to The Post yesterday. “This is simple extortion.”

In papers filed in Manhattan Supreme Court, Sayigh, 35, says that she went to work for Pignatelli as his executive assistant in June 2008 and that, within two weeks, he asked her to go on a European business trip with him.

“As soon as they arrived in Europe, on or about June 13, 2008, Pignatelli began to act inappropriately towards Sayigh, insisting that [she] stay in the same hotel room as him while they were in St.-Tropez, even though the hotel room only had a single bed,” the suit says.

The same thing happened when they went on to Rome, where he told her he “had not had sex in a while” and that he would make her the “face of the company” if she slept with him, her papers claim.

Sayigh initially spurned Pignatelli’s advances but relented while they were on a trip on his boat, where he’d often sunbathe naked, the suit says, adding that she thought that giving in “was the only way she could stay at the company.”

They romped again the next day in his room, where he “took her bathing suit off, turned her face down on the bed and had sex with her,” the suit says.

When Sayigh started rebuffing him again, he’d brag to her about his conquests and even asked her to pick up a woman at a Sardinia restaurant for him, the suit says. When she told him “she was not his madam,” he “grew very angry and threatened to fire Sayigh, telling her getting him women was part of her job,” the suit says.

When the pair returned to New York, she didn’t get the promotion she was allegedly promised and was canned by February.

Pignatelli gave a very different version of events. He said he’d hired Sayigh as a favor for a friend, Serafina co-owner Fabio Granato, and that she stayed with Granato, not him, on the Europe trip.

Granato backed up his pal.

“It’s definitely not true,” Granato said of Sayigh’s story. “I was the one who brought her.”

Pignatelli also denied having sexual relations with Sayigh, saying, “I don’t have sex with my employees,” and besides, “she’s so unattractive, I wouldn’t even dream about it.”

He said she was “fired for cause” after she made a costly mistake by hiring the wrong contractor for a job at Pier 59.

Sayigh’s lawyer, Lewis Fischbein, said, “We deny each of [Pignatelli's] allegations.”

He said the suit wasn’t filed until now because he’d been in settlement talks with Pignatelli’s lawyer, but a proposed pact was scuttled after Sayigh wouldn’t sign an affidavit backing Pignatelli in a custody fight with his ex.

PAUL REUBENS turned to reclusive philanthropist DORIS DUKE following his 1991 public indecency arrest - because he felt sure he’d find safety and privacy on her sprawling New Jersey estate.

“She was famously guarded about her privacy. I didn’t know if people were following me. I didn’t want to throw that onto her, but she said to come. On the Monday after my arrest on Friday, I woke up at Doris Duke’s 2,700-acre estate in Somerville, New Jersey… It looked like Central Park except bigger, with deer all over the place.”

But he couldn’t run away from the controversy - it was all over the newspapers and on TV.

Reubens reveals he fell out with a lot of friends on TV because they made him the punchline to their jokes.

He adds, “I turned on the TV and saw people I mistakenly and naively thought were my friends making jokes about me… I had already said the allegations weren’t true and felt I deserved the benefit of the doubt from them.

“Make a joke about me but also just say, ‘By the way, he’s been a friend of our show for many years.’ I was shocked people would kick me when I was down.”

Reubens later pleaded no contest to the charges in a bid to avoid a trial.
