The Cambridge Progressive Conservative is proposing legislation that would make it mandatory for libraries and schools across Ontario to use filtering software to block pornography.
It’s a reaction to an incident at a Queen Street library branch earlier this month, when a retired provincial police officer caught a man downloading porn with children at his side.
“It’s controversial, no doubt about it,” Martiniuk said of his private member’s bill. “But if one child is exposed unnecessarily to pornography . . . that’s one child too many.”
Waterloo Region’s Catholic and public schools use filters to block adult content. Libraries in Kitchener and Waterloo also have similar filters on their public computers, while those in Cambridge do not.
Calls to Cambridge’s chief librarian Greg Hayton were not returned.
Martiniuk does not consider his proposal censorship — rather, it’s a necessary step to protect children in public places, he said.
“It’s conceivable that something would be filtered out that we preferred not to be,” he said. “But that’s a very small price to pay.”
The bill is applauded by Rob Nickel, the former police officer who caught the man downloading porn.
Changing the law is the only way some libraries will act, he said.
“If they’re going to be hard-headed about it, my feeling is to legislate it,” he said. “It’s the right thing to do.”
